Startling 1990 statistics from the U.S. Bureau of Census and recent figures from the Wisconsin Technical College System reveal that:

  • One of every five Wisconsin adults between 18 and 64 years of age has not completed twelve years of schooling or earned a high school diploma.
  • One of every 20 out-of-school adults in Wisconsin is dominant in another language and speaks little English.
  • 50,620 Wisconsin residents are totally illiterate.
  • 442,460 Wisconsin residents are functionally illiterate.
  • 412,760 Wisconsin residents need to improve basic skills.
