Milwaukee
The 1998 “State of Literacy in America” report allowed individual states, cities, and counties to determine the extent of the adult literacy problem in their areas. According to this report, the City of Milwaukee has 27% of its adult population at Level 1 Literacy. These Level 1 adults (employees) have difficulty:
- reading and comprehending,
- interpreting charts and graphs,
- locating an intersection on a map,
- calculating total costs on an order form,
- giving timely reports, etc.
